
Charleston’s Upper Peninsula is becoming one of the city’s most closely watched areas as new housing, transportation and public-space projects reshape the area.
The latest development came this week, when the City of Charleston announced its purchase of 899 Morrison Drive. The 2.44-acre property will be developed into approximately 190 mixed-use, mixed-income homes as part of Project 3500, the city’s initiative to create 3,500 affordable and attainable homes by 2032.
The Morrison Drive project is just one piece of a much larger transformation underway on the Upper Peninsula. The area is also part of the planned Lowcountry Lowline, a 1.6-mile pedestrian and bicycle corridor that will connect Mount Pleasant Street to Line Street. Construction on the first phase is expected to begin in October 2026, with completion currently estimated for December 2027.
Transportation is another major part of the area’s future. The Upper Peninsula is included in the planned Lowcountry Rapid Transit corridor, while drainage and stormwater improvements are also being incorporated into the city’s broader plans for the area.
All of this is happening as Charleston develops a new Peninsula Plan designed to guide growth from the Battery through the Neck. The plan specifically addresses housing, transportation, flooding, public space, economic development and quality of life, with the Upper Peninsula and Neck receiving greater attention than in the city’s previous downtown-focused plan.
For Charleston homebuyers, these projects are worth watching. New housing, improved transportation and expanded public spaces can change how residents experience a neighborhood and how easily they can access jobs, businesses and recreational areas.
The Upper Peninsula is still in the middle of this transformation, rather than at its final destination. But with major public investments and new housing moving forward at the same time, it is becoming an increasingly important part of Charleston’s future — and an area prospective buyers may want to keep on their radar.
